chattels   NAJAF, Iraq⁠—The United Nations' top official in Iraq and the country's most senior cleric urged authorities on Monday to get "serious" about reforms after anti-government demonstrations that have left hundreds dead.

chattels   After weeks of paralysis, Iraq's top leaders seem to have agreed to keep the system intact, but the UN in Iraq (UNAMI) urged them to enact a host of changes.

chattels   the seat of Shiite religious power in Iraq, known as the marjaiyah, had stressed that "peaceful demonstrators cannot go home without sufficient reforms" to answer their demands.

"The marjaiyah expressed its concerns that the political forces are not serious enough to carry out such reforms," said Hennis-Plasschaert.

chattels   Iraq's President Barham Saleh had last month proposed an early vote after reforms, but the suggestion seems to have been widely rejected by the political class.

Prime Minister Adel Abdel Mahdi cast them as unrealistic and even firebrand cleric Moqtada Sadr, who first demanded snap elections supervised by the UN, has gone silent.

chattels   The initial fissures among the political elite appear to have closed this week following a consensus brokered by Major General Qasem Soleimani, the head of Iran's Islamic Revolutionary Guard Corps' foreign operations arm.

Demonstrators say the current system means government jobs are doled out based on bribes or nepotism, shutting out applicants who are politically independent.

Youth make up 60 percent of Iraq's nearly 40 million people and the unemployment rate among them stands at a staggering 25 percent, according to the World Bank.

One in five people lives below the poverty line, despite the vast oil wealth of OPEC's second biggest producer.

"We don't want amendments, we want change -- total change," one protester in Baghdad told AFP on Monday.

"We don't want this government, or parliament, or any political party."

chattels   If efforts to change the overall political system lead to a new constitution and the election of a president instead of a prime minister, problems will only worsen further.

 A new constitution and a presidential system will undoubtedly centralize power, and most Middle Eastern countries – particularly Iraq – have played this record too many times before. Protestors decrying corruption must remain careful not to trade democratic rights for an equally corrupt centralized authoritarianism.

chattels   While calling for an end to Iranian domination of Iraq stands out as a reasonable and necessary demand of the protestors, Iraqis need to effect such a change in the next election by voting for parties and leaders who do not serve Iran’s interests over that of Iraqis. In the meantime, protestors might consider accepting Abdul-Mahdi’s offers and giving him a chance to enact them. Iraq needs serious reform rather than another ill-fated revolution.

chattels   The United States has announced sanctions on the hardline Iraqi Shiite militia Harakat Hezbollah Al Nujaba and its leader Akram Kaabi, the Treasury Department has announced.

The Iranian linked force has been heavily involved in the neighbouring conflict in Syria but is also a major partner of Tehran in Iraq.

The announcement late on Tuesday comes amid growing US concern about both Nujaba and other Iranian proxy forces in the Middle East. The Abd al-Mahdi govt has suffered irrepairable damage to its credibility and may be on life support, but whether the PM resigns next week, next month or next year, the elite is sufficiently united that truly systemic change is unlikely, but at the cost of regime legitimacy.

chattels   The protest movement remains a powerful force, but at present it appears to lack the organizational capacity to genuinely challenge the system. It will change Iraq, but right now it looks like the main change will be an end to the facade of democracy.

chattels   Successful revolutions have always required more than just mass protests. There are two more factors. One is that regimes fall when the elites stop defending them. Stephen Kotkin explains this in Eastern Europe context here.

Chattels   Although there is an appearance of division within the political class, the "Iran" and "nationalist" camps are both working to defend the system. Absent a split in the regime, which could mean civil war, it will not fall.

Larrykn   Iraq lowers basra light and heavy crude price in December

Economy News – Baghdad   Iraq lowered the official sale price of Basra light crude to Asia in December by 20 cents to $2.25 above the average Amman/Dubai prices offered compared to the previous month, according to a pricing document.

Basra's heavy crude for the same month was set at $1.25 per barrel below the Oman/Dubai average, down 55 cents from the previous month. http://economy-news.net/content.php?id=18180
