The Council Of Ministers Discusses The Global Economic Crisis On Iraq

Today, Tuesday, the Council of Ministers issued a number of new decisions during its twentieth regular session headed by Prime Minister Mustafa Al-Kazemi.

The media office of the Prime Minister said in a statement, "The Council discussed in today's session the repercussions of the global economic crisis on Iraq and the follow-up to the implementation of government measures taken based on the directives of the Prime Minister to confront the crisis and mitigate its effects on citizens and the country in general."

The Prime Minister referred, according to the statement, to "a set of challenges that the country is experiencing and affected some aspects of government work," directing all ministries to continue cooperation and coordination to confront these challenges, and to address many of the problems that would impede the provision of services to citizens.

Al-Kazemi praised the security achievements achieved in the pursuit of the remnants of ISIS terrorist gangs, as well as the efforts of the security forces in pursuing organized crime and drug gangs, and those who manipulate the power of the Iraqi people.

The statement added, "During the session, a discussion took place on the national strategy for early childhood development in Iraq, which was launched before days in the presence of the Prime Minister,” noting that “after the Cabinet reviewed the paragraphs and axes of the strategy, and its future goals, it decided the following:

- Approving the national strategy for early childhood development in Iraq (2022-2031), and the Child Welfare Authority in the Ministry of Labor and Social Affairs is responsible for setting up Mechanisms and plans to implement the aforementioned strategy to be presented to the Council of Ministers in the next government.

And he continued, "The session witnessed a review of the epidemiological report, the procedures of the Ministry of Health to confront the Corona pandemic, and the procedures of the ministry in providing supplies, treatments and vaccines," explaining that "and after the Council of Ministers discussed the topics on its agenda, it issued the following decisions:

First / Approval of authorizing a minister Finance or whoever authorizes him to sign a memorandum of understanding regarding the Kingdom of Saudi Arabia’s grant for the project to restore the wards affected by the fire of Ibn Al-Khatib Hospital in Baghdad, based on the provisions of Article (2/ ninth) of the Cabinet’s bylaw (2 of 2019), provided that coordination is with The Ministry of Health in its capacity as the concerned authority in the matter, and the Ministry undertakes to reach an understanding as much as possible with the Saudi side to use the grant by providing the hospital with medical devices.

Second / Approval of the recommendations of the minutes of the meeting (the twenty-fifth) of the Diwaniyah Order Committee (45 of 2018), which is concerned with developing the necessary ways, mechanisms and solutions for the completion of public hospital projects.

Third / Approval of the following:

- Authorizing the Director General of the Department of Labor and Vocational Training in the Ministry of Labor and Social Affairs, the authority to sign the statute of the work center of the Organization of Islamic Cooperation, based on the provisions of Article (80/sixth) of the Constitution.

Parliamentary Integrity hosts the President of the Financial Supervision Bureau

Today, Wednesday, the Federal Integrity Commission revealed the amount of damage to the public treasury, which amounts to nearly 4 trillion dinars, as a result of the corruption of the currency sale window.

A statement by the commission stated, "The commission revealed clear corruption in the currency sale window, which resulted in damage to the public treasury, amounting to (3,919,218,099,521) dinars," noting that "the loss of files in the Adhamiya tax department revealed that damage to the treasury."

The Authority’s Prevention Department added in a report, a copy of which was sent to the Prime Minister’s Office, the Parliamentary Finance and Integrity Committees, the Minister of Finance and the Undersecretary of the Interior for Police Affairs, that “in the framework of its follow-up to the results of the analysis of the tax sector questionnaire contained in its comprehensive report issued in June 2021, a team The department conducted field visits to the headquarters and branches of the General Tax Authority, the Customs Authority, the Central Bank of Iraq and the Companies Registrar Department in the Ministry of Commerce.

The report stated that "the private banks were the beneficiary of the transfers in the currency sale window, as the majority of the documents submitted by those banks were forged." Suspect

He pointed out that "the Director-General of the General Tax Authority approved referring the issue of reluctant private banks and taxpayers to the Integrity Commission, in order to achieve damage to nearly (4) trillion dinars in the treasury as a result of the loss of files in the Adhamiya Tax Department."

The Director-General of the General Tax Authority called for "directing the branches of the authority to adhere to the principle of neutrality in calculating taxes, choosing branch managers who have experience in the field of tax work, ending the file of the shortage in the number of employees and assessors, and attracting accounting, financial and economic competencies to advance the level of job performance in general tax authority".

The report suggested “forming a joint committee from the legal department in the Ministry of Finance and the General Authority of Customs and Taxes to check names whose information is incomplete in the General Tax Authority’s calculator program and to oblige the calculator department not to feed the calculator program with any file, an expensive name, or an incomplete information company.”

Noting that the similarity of names, as a result of the lack of information in the calculator, led to the emergence of the phenomenon of extortion and bribery in the branches of the Authority.

The General Authority of Customs recommended “identifying the customs branches that do not include the full information of taxpayers, companies, and the tax number of importers and companies, and referring them to the legal department in the Ministry of Finance, as well as including the tax number of the taxpayer in the customs declaration to spare citizens from incurring additional burdens.”

The report monitored, "The failure to publish the controls of the profession and real estate tax for taxpayers and legal allowances, which leads to some taxpayers deluding the existence of high tax amounts due to them, and their bargaining by some assessors to reduce the amount of tax for a specified amount, as well as the failure to announce the documents required to complete the transactions; To ensure that the citizen is not subjected to exploitation or blackmail.

The report noted, "The General Authority for Taxation did not work on the property depreciation clause, which is at a rate of (2%) annually for a period of (10) years, to be calculated after (5) years from the establishment of the property, and did not include any information about the date of construction of the property, which causes harm to citizens. In addition, some employees and assessors moved the files of taxpayers to their homes for completion, the poor and unorganized preservation of files in some branches, the spread of commentators, and the absence of the role of information and facilities protection elements in preventing them from entering, and even the cooperation of protection elements with employees and commentators in some branches.

It is worth noting that the authority recommended in June 2021 that the process of appointing and changing tax branch managers be subject to more stringent controls, announcing controls and instructions for completing transactions at the entrances to tax departments, and adopting the principle of a single window; To reduce the interaction of employees with auditors, in addition to activating the internal control system, and reducing the process of tracking transactions by setting the necessary instructions for commenting and limiting them to lawyers; To avoid extortion.   https://www.radionawa.com/all-detail.aspx?jimare=29722

Parliamentary Oil: Iraq Loses About 3 Billion Dollars Annually From Burning Associated Gas

Sumo Announces France's Approach To Iraq's Possibility To Supply The European Market With Oil

Rising Oil Prices In World Markets

Economie| 09:26 - 01/06/2022   Follow-up - Mawazine News:    Oil prices rose in early Asian trading, Wednesday, after European Union leaders agreed on a partial and gradual ban on Russian oil and China ended its closure due to Covid-19 in Shanghai.

Brent crude for August delivery rose 37 cents, or 0.7 percent, to $116.97 a barrel at 04:37 GMT, while next month's contract for July delivery expires on Tuesday at $122.84 a barrel, up 1%.

US West Texas Intermediate crude rose 32 cents, or 0.29 percent, to $114.99 a barrel.
