Yesterday, a source in the Independent High Electoral Commission in Iraq revealed that five candidates won in the House of Representatives, according to the results issued by the judiciary after recounting the votes manually in several polling stations.
The source told Shafaq News Agency, "There are five candidates who won based on the appeals submitted by them."
He indicated that the winners belong to the parties as follows: "a candidate for the Azm Coalition, two candidates for the Al-Fateh Alliance and two candidates for the Patriotic Union of Kurdistan.
Earlier, IHEC released final results on Tuesday from last month's general election, confirming populist Shiite cleric Moqtada al-Sadr's movement's victory as the biggest bloc, with 73 seats in the fractious 329-seat house.

Mahmoud Muhammad, KDP's spokesperson, said that the final results of the Iraqi parliamentary elections represent clearly that "two seats were deprived for two of the Kurdistan Democratic Party candidates in the governorates of Erbil and Nineveh."

"The election results are illegitimate given the size of manipulation and fraud the will of the voters was subject to in the 10/10 election," a statement of the movement said on Wednesday.
Huqooq said that "IHEC and the Judicial Commission [for the elections] did not look into the evidence-supported appeals it presented "subjectively and impartially."
"We were prompted to withdraw our observers before the completion of the virtual recount they were running because they were prevented from direct observation."
"IHEC's insistence upon wasting the movement's electoral entitlements by keeping the results as they are will spawn a parliament that lacks legitimacy and does not reflect the Iraqis opinion."
The movement called on the Supreme Federal Court to carefully examine the evidence the movement had presented, warning that "what happened on October 10 is a serious deviation from the democratic course we wish to our country. It threatens to plunge the country into dark and perilous pathways."
Iraq's Shiite firebrand cleric Moqtada al-Sadr was confirmed Tuesday as the biggest winner of last month's parliamentary election, that had sparked charges of voter fraud from pro-Iranian factions.
The announcement of the results had been put off for weeks amid tensions over allegations of fraud and violence, that culminated on November 7 in an assassination attempt targeting Prime Minister Mustafa al-Kadhimi, from which he emerged unharmed. The attack was not claimed by any group.

Shafaq News/ Sources revealed on Tuesday a meeting within the next 48 hours of the Shiite Coordination Framework forces to discuss the final results of the parliamentary elections.
The sources told Shafaq News Agency, “The Framework will hold a meeting at the home of the leader of the Wisdom Movement Ammar al-Hakim in Baghdad within the next 48 hours.”
They added that the State of Law Coalition led by Nuri al-Maliki (involved in the framework) sent a representative to the Sadrists to enter into a strategic alliance to form the next government in exchange for preserving their electoral gains."
The Coordination Framework that includes the majority of the prominent Shiite forces except the Sadrist movement expressed, on Tuesday, its rejection of the final results of the early parliamentary elections.
The Framework said in a statement, "We reject the results of the current elections, as it has become clear that the Electoral Commission has prepared the election results in advance at the expense of the will of the Iraqi people."
He pointed out, "the Electoral Commission and the Judicial Authority did not deal seriously with the appeal file and in accordance with the applicable legal contexts," adding that "the voting procedures have confirmed suspicions in many files, such as invalid votes, canceling stations and identical fingerprints, as well as the observations of local and international observers."
The Framework concluded, "We renew our firm position based on evidence and documents that there is major manipulation in the poll results.”

From the World Bank: Iraq: Rising Fiscal Risks, Water Scarcity, and Climate Change Threaten Gradual Recovery from Pandemic
Iraq's economic outlook has improved on the back of the recovery of global oil markets, with its GDP projected to grow from 2.6% in 2021 to over 6% in 2022-23. Nevertheless, without accelerated economic reform, unforeseen domestic and fiscal risks could cause reverses.
The World Bank's new Iraq Economic Monitor titled "The Slippery Road to Economic Recovery" finds the country's economic rebound partly aided by government moves to act on previously recommended reforms. Public transfers, as well as schemes aimed at increasing credit to businesses, had a small stimulus effect, leading to GDP growth of 0.9% in the first half of 2021, in contrast to a 16% contraction a year earlier.
Higher oil prices turned a fiscal balance of 2.2% in GDP surplus, boosting central bank reserves to almost US$55 billion (15 months of imports) in the first half of 2021. Recovery was to some extent curtailed by severe water shortages and widespread electricity cuts following historically low rainfall, impacting the agricultural and industrial sectors. Healthcare services also deteriorated amid a growing number of cases of COVID-19's Delta variant.
GDP from oil, still the main driver of medium-term growth in Iraq, is expected to rise in step with the gradual phase-out of OPEC+ production quotas, while non-oil GDP growth is forecast to remain under 3% in 2021-2023. Upstream risks could include oil shocks, droughts, and new COVID-19 variants.
butterfly Potential problems could arise from fiscal and other risks, such as growing budget rigidities, the low clearance of arrears and the large exposure of state-owned banks and the central bank to sovereign debt, and the effect of public investment management constraints on public services. Progress on regional economic integration and security, however, could provide new momentum for growth and diversification.
Of key importance to Iraq is dealing with water scarcity and the degradation of water quality in its rivers and groundwater. The new Economic Monitor's special focus titled "Overcoming Water Scarcity and Climate Change Impacts," calls for dramatic sector reforms to capture opportunities and manage risks. A fall of 20% in Iraq's water supply and the related declining crop yields that could accompany climate change, could reduce real GDP in Iraq by up to 4%, or US$6.6 billion.
"Investing in climate smart water management practices provides a concrete opportunity to spur inclusive and green economic growth and development," said Saroj Kumar Jha, World Bank Mashreq Regional Director. "Without action, water constraints will lead to large losses across multiple sectors of the economy and come to affect more and more vulnerable people."
Iraq's water sector relies on highly centralized institutional architecture that creates coordination issues in resource management and service delivery. The sector suffers from a lack of financing (given existing constraints) as well as weak private sector participation and limited revenues from users. The Monitor identifies areas where reforms could improve Iraq's resilience to water scarcity and climate change-efficiency, productivity, and demand management policies; institutional solutions; and regional solutions.

According to Bloomberg News Agency, the researchers noted that most current predictions indicate that the world will exceed the 1.5 degrees Celsius limit for several years or decades.
To get back to the 1.5-degree mark and avoid permanent damage to ecosystems, carbon dioxide must be removed from the atmosphere on a large scale, a process known as net zero.
Study co-author Christoph Bertram, a climate impact researcher at the Potsdam Institute in Germany, said:
"In addition to protecting the planet, achieving net zero emissions, by completely eliminating greenhouse gases from human activity, will have long-term economic benefits."
In fact, global GDP could grow by more than 2 per cent, according to Laurent Drouet, another co-author and senior scientist at the CMCC climate research group in Italy.
Druitt said the calculations used in the study do not include the economic damage from climate change, which would be more severe above 1.5 degrees.
