MilitiaMan: What we have here is there are two things at play.
The first is that Al Tamimi states that the 2020 budget law has apparently been hidden since October 2019. Like we have been saying since then, the 2019 Financial management Law Amendment has not been shown. As that would expose the new international exchange rate.
Well, here above she even effectively states it. To hide the data is for a reason. That reason is not for Iraq to be at a program rate.
Just as Dr. Shabibi has imo suggested that they can not give it to parliament as they would leak it.Hiding it until appropriate is evidently what they had in mind and did.
The corruption we all have witnessed of late all being sorted, has been effective too. Notice the 15 Iraqi entities that were lifted by the UN Security council within the last week or two. According to Delta the article below may have been out that long.
Them releasing them off the provisions of Chapter VII shows that they may have been audited, vetted and cleaned up to the extent they are ready now to play on a transparent plying field. It suggests they paved the way for Article 8 compliance and acceptance. Imo
Aside from that the hiding of things is not only the GOI, but, the CBI. They have a reporting issue now. The first month of their calendar year is over. They will need to report January 2020, as it is now clearly over with.
The CBI has been very consistent in reporting statistical data over the years until just this last September 2019. This is when things began to start to show pattern changes. In November they showed a massive reduction in currency issued. Massively too.
Then they quit reporting Credit Transfers for the IQD and USD and have not since September 30th, 2019. They don't show currency amounts with commercial banks since September 30, 2019 either. They do show however, the rate of 1182 through December 31, 2019.
Subsequent data sets show that they reported consistently for many years. Don't forget in November that the CBI told Banks to be prepared to adjust contracts. They did exactly that in December of 2019..
That last bit, is a reflection of what was done in the monetary realm of the CBI through the end or year. Yet, the GOI is hiding something. So is the CBI. They are hiding the 2019 Financial Management Law Amendment that needs to precede the 2020 budget law and the new small category notes with fils.
The CBI has the ability to hide things for sensitive reasons. A large move in an exchange rate would need to be on the hush hush side of things. Hence the exchange rate was hidden all this time. The CBI statistical pattern changes support that view.
What else support they are not playing ball with a program rate. Is, they destroyed good quality notes in massive quantities, they spent $190 billion to print new notes and coins (fils) and they are said to be delivered to banks now.
The videos Delta brought in showed the money being destroyed and them having been given orders to complete the Monetary Reforms, all support that we are waiting on the CBI to show they exchange rate..
They, based on what they show in writing and what they are choosing to hide, is they have no choice but to follow the orders and imo from the totality of it all they are following the orders to full the wants of the citizens.. So, let see what they CBI drags in.. lol ~ imo ~ MM

"The Iraqi crisis is heading towards international intervention," Blackshart said during an interview with CNN, stressing the existence of a solution map that will be shared with the Iraqi authorities and presented to the United Nations.
Blackshart expressed her hope that "everyone will support a plan that leads to a stable Iraq and not just a solution to the crisis."
For his part, the head of the independent research group, Munqeth Dagher, considered, "This is in the second most important statement in the interview after the statement that the plan will be presented to the Security Council. It has confirmed that they are not only seeking to resolve the crisis, but rather to create a stable Iraq that will prevent the demonstrations from returning again.
The demonstrators recently began in Baghdad and Dhi Qar, to raise the United Nations flags in the squares of the sit-in as well as to send messages to the available nations in many languages, calling for international protection from the violence they are exposed to, as well as pressure on the Iraqi government to achieve their demands.

So, what do they do? They unleash the deadly and naturally occurring Nipah virus and the Corona virus engineered by Bill Gates, at the same exact time, in China, to signal their displeasure with the China-Trump Trade Deal.
Reminds me of little kids getting mad because they can't win a softball game, and taking their bat and ball and going home. If they can't bilk China, and extort racketeering and protection money from China, then nobody else is going to be able to do business with China, either.
Unfortunately, their home is here, in America---- and we have the responsibility of dealing with these Infant Terribles. Sooner or later, it's going to come down to dragging them out of the halls of Congress, out of St. Peter's., and out of the banks and military as well.
We have to do it, and there is nobody here but us chickens.
So, we need to wise up our Democrat friends who are still in a daze from decades of glutting at the trough and assure them that, yes, the dirty laundry is in full view. The Unions, the Mob, the Oil Companies, Blackwater, Vanguard, Homeland Security, both the RNC and DNC, the FED, the "Marshal Plan", the banks ---- all of it.
Turns out that Wells Fargo was Crime Central in the time period between the Twin Towers and the 2008 Meltdown.

Legal expert, Ali Al-Tamimi, confirmed that Iraq can recover the smuggled money in accordance with international law.
Al-Tamimi told Al-Ikhbaria that there is an agreement to combat administrative and financial corruption for the year 2005, and Iraq joined it in 2007, and it allows Iraq to request assistance in recovering the smuggled money, which was estimated at 500 billion dollars.
He added that "Article 50 of the Charter of the United Nations allows Iraq to request international assistance, as Security Council Resolution 2170 of 2014, which placed ISIS under Chapter VII, allows that."
He added that "Iraq can request the Security Council to refer the file to the International Criminal Court, where it considers corruption crimes and considered genocide and crimes against humanity."

The source said to the "information" that "the American forces have established a security fence on the location of its new airport for B-52 planes near Ain Al-Asad air base in Al-Baghdadi district, Heat district, west of Ramadi."
He added, "The American forces have installed thermal surveillance cameras as well as barbed wire and prevented approaching the new site while flying and constantly flying over the sky of the airport to ensure the provision of security protection for the site in anticipation of its targeting."

Brent crude futures jumped $ 1.16 to $ 59.45 a barrel by 0532 GMT, after falling 2.5 percent in the previous session. And Brent is still down 2 percent a week
US West Texas Intermediate crude futures rose $ 1.06 to $ 53.20 a barrel. The crude contract fell 2.2 percent on Thursday and is now down 1.8 percent a week
The World Health Organization announced that the outbreak of the Corona virus in China, which has killed more than 200 people there and spread to about 18 countries, is now a public health emergency
Despite Friday's recovery, analysts remain cautious and warn of further downside risks if the virus continues to spread
The Italian government decided to suspend all flights between Italy and China, and airlines including Air France, American Airlines and British Airways have suspended flights to Chinese cities

Jeff ...the 2020 budget can only be implemented at the start of a fiscal year...they're most likely transitioning to a new fiscal year which will most likely start on April 1st...April 1st through the end of March in the 1970's was Iraq's fiscal year which is identical to Kuwait's fiscal year today. That's why Kuwait had changed the [their] rate towards the end of March...there are no delays. There are no holdups. If you want to say there's a delay or hold up you know what it is? It's called the rate change...Iraq can't do a damn thing until that rate change. They can't even start the approval process of the budget until the rate changes...more factual evidence supports Q1...Iraq is walking in Kuwait's footsteps...

Welcome everybody to The Big Call tonight- it is Thursday January 30th and you’re listening to The Big Call - thanks for coming in on this Thursday night and we are jacked up and ready for a really good call tonight – I’m excited and I’ve got some good stuff to share with you – We’re going to have a good call tonight and I’m looking forward to it
Let’s get into the intel portion that we want to do - there are definitely some things we have to talk about that are important –
Now, there are so many different aspects of this – this is definitely a moving target – and Sue and her saying – it is like watching paint dry or watching grass grow - it has been very slow – But we also know that things are happening to make all of this to come together for us behind the scenes
Now, what is significant I think now is that we’ve got, as of midnight tonight, (thurs) the start of the USA Corporation – the USA Inc going away - starts at midnight tonight, Thursday night, and it completes about 24 hours later – which is midnight 01 Friday night – realize at midnight 01 – 1 minute after midnight is actually Saturday morning – ok –
That’s when the transition to the new Restored Republic of the United States of America is to occur – Between midnight tonight and 12:01 AM Saturday morning – Let’s call it 24 hours alright - or we can call it 24 hours and 1 minute
During this time, additionally, during the same time – that started a little earlier like 5 or 5:30 PM this afternoon we are transitioning out of the USD fiat dollar – transitioning out of fiat dollar to the gold backed dollar, the USN - I sometimes refer to it as USTN – United States Treasury Notes - that transition is taking place 5-5:30 PM today, Thursday all the way through till Saturday at 5:30 PM
So by Saturday at 12:01 AM we will have essentially in place a Restored Republic of the United States of America – and that same day, Saturday, later in the evening, 5:30 – 6:00 PM the transition to the new USN will have been made complete
Those are two huge- huge things - that are occurring before we get started
In addition to that – let’s go back and see what’s happening with the other things that have occurred this week - we did get yesterday the final official ceremonial signing of the USMCA - that was big – that happened yesterday (Wed) –
We had President Trump bring out the new Israeli – Palestinian Peace Accord Plan and offer that – that was very effective – a beautiful Plan that might need a little bit of work but it’s still been (still being?) pro_ _ _ ed? (propped? prompted?) by the President - which was very very important and big –
We believe – and you guys have to check me on this – I believe Brexit is supposed to take place on Saturday or by Saturday which is also very important
These events, as you know, we had the first phase of the China Trade Deal complete- so there are some major things that have happened – almost as events - that have taken place – so very very positive for us moving forward –
Let’s talk about China for a moment - Notice, I believe yesterday, the Chinese, which would have been Wednesday, the Chinese stock markets closed – we looked at this and went well – because of the -trying to get a really good handle on the Corona virus – and trying to mitigate the outcome of the coronavirus – because the numbers of those infected and those who unfortunately passed away from this have gone up every day since it started –
I believe the Chinese believe they have a handle on this and of course we’ve offered help to come in and help if we could – so far they have not received that help – but we’ll see how that continues –
What also though is happening is the closing of the Chinese exchanges – it’s important because the currency itself – the Chines Yuan - is also changing in value – I think some of this is allowing them to reconnect the new gold back Yuan to their financial system and the Quantum Financial System –
We are kinda doing the same thing right now as our dollar is changing from a fiat currency to a gold backed currency – we are decoupling from the financial system – and reconnecting back to the financial system over this 24 hour period that we talked about
So it’s a transition period and it sort of – you can basically picture what has to happen in your mind because it’s very difficult to know exactly the steps – we are decoupling from the financial system and reconnecting to the QFS Quantum Financial System in its entirety with our new currency -
I’m almost surprised that it’s only supposed to take 24 hours to do that – but I’m encouraged that it should complete by 12:01 AM Saturday morning – which is Friday night “late” – think of it that way – still late late late over night – tomorrow night
Now, what could also occur – Is it possible that’s the time that the release actually takes place for tier 3’s and tier 4A’s & 4B’s at least? Uhhh, I think so - I think it’s quite possible that tier 4A’s finally get contacted by email and be able to see in their accounts for the first time with funds in them –
I hope that happens and I do hope they get to see those on Saturday –
Now, what about us? What about good ole tier 4B – What about the internet group? Well, I think that even though I would like to get this thing over night or Saturday early morning the best information we’re getting from our bank sources – is pointing more toward Monday for toll free numbers –
Now, the theory is the numbers were too come out early Monday, meaning in the morning we could possibly start Monday afternoon - If they come out after lunch time say 2 PM or so Monday afternoon – we would probably start Tuesday
So, it’s Monday / Tuesday again - that’s what it looks like BUT - under a NEW government and a NEW financial system – and that is BIG - that is why this has not happened before - we needed these other things to be accomplished and that’s what’s happening – that’s why this weekend could be a really interesting weekend –
Some people put out the possibility of a toll free number for tier 4B to come out during the super bowl – we’ve talked about that before - over the last couple of years - I don’t know how practical that would be -
I do not agree with that possibility - if it happens – great - if it happens – super - SUPER - but that’s not what I’m expecting - that’s not what I’m getting - I’m hearing it’s more like Monday - start Monday afternoon or start Tuesday –
Now, we know we’ve expected this thing for a long time – I know that you have – I have – and this is our 9th year of The Big Call - and I completing 15 years of being involved in this personally and I really think that we’ve been very patient for something that is just HUGE to come to us – we’ve got large projects – we’ve got things we have planned for humanity –
We know that we can’t use all of this money for ourselves – nor would we want to - but there’s going to be some credible opportunity for us to move forward to help a friend – our family and those we don’t know and may never meet -
But that’s what it’s all about – that is what this is about – that is why China is giving us in tire 4B, the internet group, the opportunity for privately negotiable rates and that gives us sort of an advantage over anybody else that exchanges before us with fixed rates
So are you prepared for the idea of going in to the redemption center and asking for a privately negotiable rate as opposed to a front screen rate?

Then USMCA finished and became law…this is the biggest deal in America’s history and will open up more trade and opens up the infrastructure plan as well. We will hear all about this very soon. Speaking of the Restored Republic: President Trump had already announced at the World Economic Forum in Davos that over 190 federal judges had been appointed to interpret US laws for a return to Common Law of the original US Constitution: https://www.youtube.com/watch?v=h2O3Z3IAkUc (@15 min.).
Most sources believed that Tier4b (the Internet Group) would receive notification to make exchange appointments by at least Tues. 4 Feb. – around the same time as President Trump’s State of the Union Address before Congress, where he was expected to announce the US return to gold/asset-backed currency, along with a Global Currency Reset.
It’s interesting to note that the Chinese Stock Market was closed and wouldn’t open up until Tues. 3 Feb. – likely with a revalued Yaun.
The Plan: Certain GOP members wanted witnesses to testify in Trump’s Impeachment Trial. The vote to gather witness testimony, or declare an outright acquittal, was today Fri. 31 Jan. It was a win-win for Trump either way. If witness testimony was approved, the GOP could then call their own witnesses to expose alleged crimes of the Political Elites who were pushing for Trump’s impeachment.
Though, such witness testimony may not be necessary as back in 2016 the US Attorney General had already appointed US Attorney for Conn. John Durham, as a federal prosecutor to do an investigation of certain Political Elites and federal agencies in connection with the Russian Probe. Later Durham’s investigation dug into deep areas that Mueller’s team didn’t bother to visit. The Durham Report was expected to be released also today Fri. 31 Jan.
Part of “The Plan”: According to Military Intel, as Tier 3 & Tier 4 liquidity was released, many World Court ordered/GESARA-required arrests would take place. Certain criminal Political Elites had to be indicted in order for the US to be GESARA compliant and participate in the Global Currency Reset, just as BREXIT had to happen in order for Britain to be GESARA compliant and participate in the GCR.
The Cabal’s Plan: With their fiat US Dollar bankrupt as of Fri. 31 Jan, the Cabal’s Plan appeared to be the creation of a virus outbreak so serious that it could affect the Markets and then manipulate the Markets for a Black Swan event that would trigger collapse of the Global Financial System – where thereafter the Cabal could “save” the world’s economics and their own skin through forcing use of their Bitcoin crypto currency.
The recent virus outbreak in China has, in fact, caused China to shut down their Stock Market until 3 Feb. Such a shutdown was bound to affect the global Markets. Not so coincidentally, the Genesis upgrade on Bitcoin was scheduled for 4 Feb. – which was 11 years, 1 month and 1 day after the original release.
The White Hat’s Plan: Trump to the rescue. That same Tues. 4 Feb would see President Trump’s State of the Union Address where he was expected to announce return of the US Dollar to the Gold Standard, opening the door for the Global Currency Reset.

A "Black Swan Event" is now on the horizon after China shut down its stock exchange due to the coronavirus epidemic.
The Financial System is expected to undergo a Global Reset once it collapses.

Brexit: European Parliament overwhelmingly backs terms of UK's exit

Members of the European Parliament have overwhelmingly backed the terms of the UK's departure from the EU.
MEPs ratified the Brexit Withdrawal Agreement by 621 votes to 49 following an emotional debate in Brussels.
After the vote, MEPs marked the UK's exit by singing Auld Lang Syne.
Several British MEPs said they hoped the UK would return one day although Eurosceptics, including the Brexit Party's Nigel Farage, used their final speeches to tear into the EU.
The UK is due to leave the bloc at 23:00 GMT on Friday.
Ratification of the withdrawal agreement, agreed by the UK and EU in October, was not in doubt after it easily cleared its committee stage last week.
Signing the letter confirming the EU's consent, the Parliament's president, David Sassoli, said the two sides must heed the words of the late Labour MP Jo Cox when approaching their future relationship and recognise "there is more that unites us than divides us."
"You are leaving the EU but you will always be part of Europe…It is very hard to say goodbye. That is why, like my colleagues, I will say arrivederci."
Wednesday's session saw those on either side of the Brexit debate, including the UK's 73 MEPs, celebrate or lament the end of British EU membership.
Some MEPs marked the occasion with songs - others wore "always united" scarves.
The Parliament's Brexit spokesman, Guy Verhofstadt, said it was "sad to see a country leaving that has twice given its blood to liberate Europe".
He added that British MEPs had brought "wit, charm, and intelligence" as well as "stubbornness", and would be missed.
President of the European Commission Ursula von der Leyen said ratification of the withdrawal deal was "only a first step" towards a new partnership between the EU and the UK.
The two should "join forces" in areas such as climate change, she said, and seek a close partnership following the UK's exit on Friday.
"We will always love you and we will not be far," she told the UK in closing.
The EU's Brexit negotiator Michel Barnier also wished the UK well, saying the bloc would approach talks on the future relationship with "patience" and "objectivity" while defending its members' interests.
