Butterfly   Hurricane Ida raises global oil prices   Monday 30 August 2021 11:12 .... Oil prices rose today, Monday, exceeding their highest levels in more than three weeks, as a strong hurricane swept the Gulf of Mexico, closing and evacuating hundreds of offshore oil platforms.

Reconstruction of the Central Bank of Iraq building in Old Mosul

Monday 30 August 2021 17:42 ........ The mayor of Mosul, Zuhair Al-Araji, announced today, Monday, the start of the reconstruction of the Central Bank of Iraq building in the old Mosul.

Al-Araji told the National Iraqi News Agency ( NINA ) that "the engineering cadres in the Mosul municipality finished removing the rubble from the Iraqi Central Bank building, which was subjected to aerial bombardment during the operation to liberate Mosul from the grip of ISIS."

The Finance Committee Comments Again On The Postponement Of Budget Appeals

Integrity Seizes Sums Of Money In The Southern And Northern Umm Qasr Ports

MZ: On the bond side there has been boxes of bonds paid out. Some of the smallest amounts being report are around 90 million dollars . I am still waiting to find out if any of these funds are spendable. It’s not enough to just see them. They need to be able to spend them.

MZ: But, It appears things are taking off this week.

Member: Mr. Z, how do the bonds being paid tie into the RV's timing? Thanks!

MZ: It is just another cog….we do not have to wait for all them to be paid before the RV, but we always knew Bonds would start to happen in the same approximate time span. It is an indicator for us to watch. Movement on the bond side means the RV is close behind…..moving forward.

Member:  So just to clarify...notifications POSSIBLY this week with redemptions beginning next week ?

Member:  A WF bank employee told me that the dinar will exchange first. Dong and others will be a month or so later. According to her boss. They are preparing for the exchange.

Member: Can we exchange our currency now?

MZ: You can but you won’t get the value you want from it. . You will just get basically what you paid for it.

Member: It was said in the past that the IQD should be exchanged into a separate account.

MZ: Absolutely not. And I am told you do not need a trust before the exchange. . Anyone tells you that you need one is just trying to sell you something.

Member: If we have Zim, should we also buy other currencies?

MZ: For me, Zim has always been the dark horse. The safest one to have, imo is the dinar. We know dinar should go first even though we are also being told they will all go at the same time. .  Let’s say nothing else happens and they kick the can on the reset…..Iraq will still revalue. They have gone through all the hoops and jumped through everything they need to in order to RV their currency. That’s the way I look at it. .

Member: Are you still hearing there will be 3 options in exchanging the Zim?

MZ: Yes. 1: you take a lower amount and there is no strings on it. Cash and carry 

2: you get a higher rate and you give a chunk of it to one of the preapproved humanitarian projects. You will not have to do any work and you make a little more

3: you make the maximum amount and lots of strings and work involved….you will be running the humanitarian project yourself, hiring people, filing things, state and federal requirements. They will be watching you to make sure you are a good steward with these funds.

Iraqis unknowingly waste their money for 3 reasons: the most important of which is the disappearance of small cash denominations!

2021-08-29  Yes Iraq: Baghdad   For days, media and economic circles have been discussing a very important issue, related to the amount of individual waste of money and the continuous cumulative waste without feeling, while this waste comes due to 3 different reasons, the most important of which is the absence of small cash groups.

No matter how simple the commodity is and its cost price or import does not exceed 100 or 50 dinars,
for example, it will not be sold for less than 250 dinars because it is the smallest category available in Iraq. It cannot be retrieved or exchanged for anything, which drives the citizen to leave it, a process that is repeated frequently and causes a great waste of money if it is accumulated.

Other reasons for the hidden multiplier spending are the purchase of goods more than the actual need, as there is a weight restriction on its minimum, while the third reason is the use of direct cash, with its torn, damaged or forged categories.

Hussain Al-Khaqani, an economic specialist, says that “the absence of small denominations of currency constitutes a burden on all consumers, and is the first manifestation of wasting individual money,” noting that

“in the event of purchasing goods whose price is less than the smallest traded category, the rest of the amount cannot be recovered, because The existence of smaller denominations of the currency, and this situation has no remedy except for the Central Bank to provide the smaller denominations, as was the case 3 decades ago in order to achieve justice and reduce the waste of individual expenditures.

He added, "There is another form of individual waste that we see in the weighted purchases of vegetables and fruits, and adheres to a minimum weight represented in the kilogram and its multiples, as the consumer is forced to always buy more than his immediate need, which causes a waste of money and a waste of goods."

He stressed that "the solution to this problem comes through the technological development of digital weight-measuring devices with memory that are able to store the names of goods and their prices, and give weight and price accurately on a printed sheet, which facilitates the purchase of one orange, an apple, a tomato, and so on, so that the consumer can diversify his basket of purchases." necessary in the least amount and better control over its expenses.

Samson:  Al-Kinani demands the lifting of immunity from all MPs : There are very serious confessions

The head of the Foundation for Reform and Change, Sabah al-Kinani, demanded, on Monday, the lifting of immunity from all members of the Iraqi parliament.

Al-Kinani said, in a statement to NRT today, (August 30, 2021), that "I am calling on the Supreme Judicial Council to lift the immunity of all members of the Iraqi Council of Representatives." He added, "There are more than 50 deputies dealing with Bahaa Al-Jourani and Diaa Abu Masar Abu Manar, and with most of the whales of corruption controlling ministries and state property.

These are employees who work for businessmen and whales of corruption." Al-Kinani continued, "I call on the Supreme Judicial Council to enact a law that lifts the immunity of all Iraqi parliament, and there are very serious confessions."

It is noteworthy that on August 24, the Central Anti-Corruption Criminal Court sentenced businessman Bahaa Al-Jourani and director of the cement company Ali Saleh Al-Attar to 6 years in prison, each on charges of corrupt contracts.

Large and sustained federal budget deficits are harmful to the fiscal health of the United States. Yet policymakers struggle with reining in the red ink.

Even in times of economic growth, the federal government ran large and growing budget deficits, near $1 trillion per year. The U.S. budget deficit mushroomed by 2% last month to $209 billion, another step in a journey back toward 1 trillion dollars a year budget deficits.

The Congressional Budget Office estimates that the federal government ran a deficit of $173 billion in June, the ninth month of fiscal year 2021. June’s deficit was the difference between $450 billion in revenue and $623 billion in spending.

 So far this fiscal year, the federal government has run a cumulative deficit of $2.2 trillion, the difference between $3.1 trillion in revenue and $5.3 trillion in spending. This deficit is nearly triple the shortfall over the same period in FY2019 ($1.5 trillion greater) but is 19% ($508 billion) lower than at the same point in FY2020.

IMF: Iraq's Share Of Special Drawing Rights Amounted To More Than Two Billion Dollars

Money  and business   Economy News _ Baghdad  The International Monetary Fund announced that Iraq's share of the IMF's Special Drawing Rights amounted to more than $2 billion.

The International Monetary Fund announced that Special Drawing Rights (SDRs) were effective for all 190 members, equivalent to about $650 billion, on August 23, 2021.

The Fund said in a report seen by "Economy News", that "Iraq's share of the Special Drawing Rights of the IMF is 1.594.700,000 billion units, equivalent to two billion and 264 million and 742 thousand dollars out of its financial share in the Fund of 0.35%," noting that "these financial allocations It came according to what is commensurate with its current quotas in the fund.”

The fund indicated that "this allocation will benefit all members to address the long-term global need for reserves, build confidence, enhance the resilience and stability of the global economy, and will especially help the most vulnerable countries struggling to deal with the impact of the COVID-19 crisis."

The International Monetary Fund, under its founding agreement, may distribute allocations from the Special Drawing Rights to member countries in proportion to their membership quotas, and this distribution allows each member country to obtain an international reserve asset without cost or conditions.

Finance and Planning, Adviser to the Ministry of Finance, Head of the General Authority for Monitoring Federal Ministries’ Allocations, Head of the General Pension Agency, and a number of related general managers.”

The meeting discussed a number of basic topics, including setting expenditure ceilings by the Ministry of Finance within the framework of the Maronites of the year 2022, in addition to discussing the issue of public debt, determining loan ceilings, including ongoing loans, and following-up.

The meeting also witnessed the completion of the study of the mechanism for applying the proposed budget model and discussing ways to prepare and implement the federal budget for the next year according to the determinants of the current economic reality and in line with the reform orientation adopted by the Iraqi government aimed at preparing a qualitative budget that depends in essence on performance and productive programs to be followed.

In another context, the session discussed the allocations of the General Pension Agency within the next year's budget and emphasized the support of the pension fund to ensure the provision of the best pension services to a wide segment of Iraqi society.

Integrity Reveals The Response Rates Of Senior Officials To Their Financial Receivables

Money  and business  Economy News – Baghdad   On Sunday, the Federal Integrity Commission announced the response rates of senior officials to their financial accounts.

The authority said in a statement seen by "Al-Iqtisad News", that "the response rate reached 100%, for the presidents of the republic, ministers and representatives, as well as the heads of the Federal Supreme Court, the president of the Supreme Judicial Council, the president of the Federal Court of Cassation and the chief prosecutor."

She added that "the response of the two Vice-Presidents of the House of Representatives amounted to 100%, and the rate of the deputies' response was 80.9%," noting that "the response of members of the Council of Ministers amounted to 100%, members of the Federal Supreme Court 83.3%, and members of the Federal Court of Cassation 100%." As for the response of the judges included in the financial disclosure statement, it amounted to 99.9%.

The authority stated that "the response of heads of bodies and entities not linked to a ministry was 87.5%, and the response rate of governors was 66.7%."

Parliamentary Finance Announces The Launch Of Project Allocations For 11 Governorates

Money  and business   Economy News _ Baghdad  Today, Sunday, the Parliamentary Finance Committee announced the launch of project allocations for 11 governorates, while specifying the reasons for the delay in launching them.

Committee member Majid Al-Waeli said in an interview with the Iraqi News Agency, and followed by "Economy News", that "the delay in spending the budget for some provinces occurred two months ago, but a month ago the budget was launched to 11 provinces, and the first batch of funding allocations for the provinces' plans for ongoing projects, not new", was made. Noting that "the governorates are keen to distribute the budget to the largest number of their administrative units."

Al-Waeli added, "The committee has refined the reconstruction plans submitted by the governorates," stressing that "the ongoing projects have not stopped and have not been delayed by the committee, as they were previously approved."

He pointed out that "there is an in-depth scrutiny of the allocations and the plan for the reconstruction of new projects in addition to the many conditions," explaining that "these projects must be fairly distributed among the administrative units in the governorates and according to the population representation, in addition to the strategic projects that serve more than one administrative unit, and this percentage is only More than 15%, in addition to many conditions, according to the water, electricity and health sectors.

He noted that "the study and audit of new projects after they were completed and reached the Finance Committee and checked, went to the Ministry of Planning, and all these stages need time, which led to a delay in launching the allocations for new projects."

MZ: I have more bond people with funds now. Most will not comment if it is liquid or spendable or not. They say they cannot comment on this. So many say they have funds…they can see it….but cannot comment on if its spendable or not.

MZ: I will hopefully get more news today that I can share a solid update on tonight’s streams at 7 pm est.

Member: Will we be exchanging into fiat or USN’s?

MZ: We are supposed to be exchanging into US Treasury notes because we are supposed to have a reset. If they pay us in fiat dollars…move it to assets as quickly as possible. That’s just a suggestion. ‘

MZ: Let’s say Iraq is tired of waiting on the entire reset and pulls the trigger on its own. Put it in assets ASAP. That’s what I will do but be sure to seek professional advice.

ZIMBABWE's economy is arguably the fastest growing on the African continent this year due to the sound policies being implemented by the Second Republic, President Mnangagwa has said.

Economic growth translates to tangible progress in people's lives and in Zimbabwe this is already visible: in the improvement of infrastructure such as roads, bridges and dams; a better health delivery system, which has seen one of the best Covid-19 vaccination programmes on the continent; more jobs; enhanced food security; as well as better social protection, among other factors.

The President's remarks have already been backed by the World Bank and the International Monetary Fund (IMF) which have both projected Zimbabwe's economy to grow above its continental peers this year. The IMF has put Zimbabwe's growth rate at six percent, while the World Bank has pegged it at 3, 9 percent, with both figures high than the 3, 4 percent forecast that both institutions have set for the rest of Africa.

In his mid-term budget, Finance and Economic Development Minister Professor Mthuli Ncube in July put the country's economic growth rate at 7,8 percent, underlying that this will translate to improvement of lives for the people and creation of more jobs by year end after the country successfully emerged from the harsh period of austerity from 2018 to 2020.

Speaking at the ground-breaking ceremony of the ZimPlats and Palmline Holdings cattle ranching project in Mhondoro-Ngezi on Thursday, President Mnangagwa said the rate of progress for Zimbabwe's economy was ahead of its counterparts on the continent. Diverting from his prepared speech, President Mnangagwa explained the growth trajectory that the country is undertaking.

"Those who imposed sanctions on us are disappointed that Zimbabwe today is rising. We are rising, the economy is rising. Our institutions are growing, our institutions are strengthening and our democracy is taking root. Our Finance Minister Professor Mthuli Ncube has just told you that this year's economic growth will be 7, 8 percent. That is the biggest growth on the continent despite the sanctions.

Why, because we have remained united we have focused on the things that we have, which we are using to develop our country. And today we are witnessing this launch. That is development.

That does not speak of poverty. We shall see this country developing year by year, you will see infrastructure development in this country," he said.

Since embarking on its economic reforms in 2018, Zimbabwe has been on its own and has not received external support unlike other countries. However, last week, the country received its US$1 billion Special Drawing Rights from the IMF, giving further oomph to the economic recovery programme.

In yet another positive development, the World Bank indicated that it is pushing for Zimbabwe to get more funds instead of the small amounts it is currently receiving after the Bretton Woods institution said it was pleased with the country's economic growth despite being hit by the Covid-19 pandemic.

Speaking after meeting Vice-President Dr Constantino Chiwenga who is also the Health Minister, World Bank executive director for Africa Group 1 Constituency, Dr Taufila Nyamadzabo acknowledged the growth of the Zimbabwean economy and said they had discussed the possibility of availing more funds to Harare. Currently, Zimbabwe only qualifies for technical funding from the World Bank, largely due to its debt to the global financier.

Dr Nyamadzabo revealed that they discussed the vaccine rollout campaign in the country, and was satisfied that Zimbabwe was on course to reach herd immunity.

Tishwash:  Al-Abadi warns of upcoming "major collapses" in the region and identifies the only way to overcome them

The head of the victory coalition, Haider al-Abadi, said on Monday that the region is on the verge of major collapses, and that correcting relations with the public is the only way to overcome the crisis.

Al-Abadi said, in a speech he delivered during his participation in the Al-Rafidain Forum, which was attended by Shafak News Agency, that "common interests based on supporting sovereignty are the best solution to maintain Iraq's security without relying on others."

He continued, "We were offered to introduce foreign forces on the ground to fight ISIS, and we refused that," adding, "I entered a real battle to end the corruption of the army during the war of liberation and was able to rely on real leaders to fight ISIS and change the equation."

The head of the victory coalition added, "There are suitable people in an inappropriate place, and there are unsuitable people in a suitable place in the Iraqi state."

Regarding the upcoming October elections, Al-Abadi indicated that "he was the first to call for early elections, and that the public recently imposed its will," adding, "The clash with the protesting masses in October is a dangerous matter that resulted in hundreds of martyrs."   link

Tishwash:  Oil prices rise, Brent records $72.80 a barrel

Oil prices recorded, on Monday, a noticeable rise, surpassing their highest levels in more than three weeks, as a strong hurricane swept the Gulf of Mexico, closing and evacuating hundreds of offshore oil platforms.

Brent crude rose 27 cents, or 0.4 percent, to $72.80 a barrel.
US oil turned negative and fell 6 cents to $68.52 a barrel, after jumping just over 10% over the past week.

Energy companies had shut down more than 95% of crude production, or 1.74 million barrels per day, in the US Gulf of Mexico by Sunday, according to the Bureau of Safety and Environmental Enforcement, as Ida heads toward drilling rigs and other infrastructure.

The Maritime Regulatory Authority said oil and gas companies have evacuated about 300 offshore facilities and moved more than 10 drilling ships away from the damage path.  link
