BAGHDAD - Mawazine News, parliamentary sources reported, on Wednesday, that members of the House of Representatives began arriving at the Parliament building to attend the session to vote on the budget.

In an interview with Mawazine News, the sources said, "Members of Parliament have started arriving at the Parliament building in preparation for the session of the Council today, which is decided to vote on the general federal budget law for 2021."

The sources added, "It is expected that a quorum will be achieved for the session for the purpose of passing the budget law," indicating that "there are indications of the imminent end of the crisis related to the region's share in the law." Representative Bloc: We are committed to boycotting the vote on the General Budget Law

Wednesday 31, March 2021 15:26 The National Approach / Parliamentary Bloc reaffirmed its commitment to boycotting the vote on the 2021 budget bill due to the articles it contained, describing it as catastrophic, threatening the economic and social stability of the country.

The head of the bloc, MP Ammar Tohme, read in a joint press conference, the most important demands and proposals of his bloc, which are:

1- Restoring the exchange rate of the dollar to what it was previously, as the damages of this decision became clear early and the Finance Committee suggested allocating (500) billion dinars as compensation for contractors contracting with the government Regarding the price difference, the first is to notice the harm to millions of Iraqis, including the poor, covered by the social welfare network, and those with limited income, and all of these damages necessitate restoring the exchange rate to what it was previously.

butterfly  2- Abolishing Article (38) which permits the privatization of all the state’s production and service sectors and permits the participation of investors and contractors in the ownership of oil and gas fields, power stations, Iraqi Airways aircraft and government banks.

3- Abolishing the two articles (42 and 41) that allow the sale of state-owned agricultural lands to those who have the right to dispose of them at a value much less than its actual value, which will create widespread social conflicts.

4- Abolishing Article (47) that permits the sale of the state’s financial assets, including industrial, infrastructure, and others.

5- That the deficit does not exceed 3% of the GDP, meaning that it does not exceed 7 trillion Iraqi dinars.

6- Expanding the titles of sovereign expenditures to include (the Ministry of Oil, Transport and Water Resources, and the inclusion of the security and defense sector in all its ministries and institutions, as well as the emergency reserve).

7- We reject the proposal to withhold the ration card for a family whose monthly income is one million dinars, and we demand that it be increased to include withholding only those whose monthly income exceeds two million dinars.

8- We present the proposal of the Al-Nahj bloc regarding the region's articles ...

A - Abolishing the first paragraph of Article (11) that calculates the Kurdistan Region's dues for previous years from 2014 to 2019 despite not delivering oil and non-oil revenues.

B - Paragraph Second - A of Article (11) is amended to be (obligating the Kurdistan region to hand over its entire oil product to the National Marketing Company (SOMO) and all its other non-oil revenues, and we refuse to limit itself to the proposal to deliver the region only (250) thousand barrels per day and dispose of what It exceeded that in quantities exceeding (230) thousand barrels per day, which is in violation of the constitution, laws in force and social justice standards.

C- Adding Article Seven of the Current Deficit Financing Law (determines the Kurdistan region’s share of the total actual spending (current expenditures and investment project expenditures) after excluding the sovereign expenditures specified in the Federal Budget Law of the Republic of Iraq for the fiscal year 2021, and adding the expenditures of the Ministry of Oil, the Ministry of Transport and the Ministry of Resources.

Water and the inclusion of the security and defense sector in all its ministries and institutions to be included in the sovereign expenditures as well as the contingency reserve, provided that the Kurdistan region is committed to handing over at least (460) thousand barrels per day to the Iraqi Oil Marketing Company (SOMO) exclusively and everything that exceeds those quantities and all non-oil revenues And in the event that the region does not comply with this, the expenses may not be paid to the region, and the violator of this text bears legal responsibility. E- Article (11 - third) - reformulated (the region is obligated to pay the loans owed to the Iraqi Trade Bank)

D- Paragraph III (a, b, c) which obliges the federal authorities to pay the region’s loans and financial obligations that it has concluded in the years (2014 to 2019) is canceled )

9- Obliging the mobile phone companies to pay their fines and financial obligations within thirty days, otherwise the license is withdrawn from them and reviewing the contracts concluded with them in order to achieve the lifting of unfairness from the Iraqi state and achieve the highest economic benefit for it.

10- Canceling the oil licensing rounds and replacing them with a formula that achieves the highest benefit to the Iraqi state and eliminates previous injustice.

11- Abolishing the salary deduction for public employees and increasing the tax on senior officials, special ranks, general managers and those of their grade.

12- We oppose continuing with foreign loans, as they have far-reaching effects on the country's sovereignty and economy.

13- To oblige the Ministry of Electricity to review investment contracts for electricity production stations in a manner that guarantees the lifting of injustice against the Iraqi state.

14- We reject the proposal of the Ministry of Health to contract with private sector companies to run newly constructed hospitals.

15- We reject the additive article that obliges the Ministry of Education to invite the private sector to implement printing of textbooks, and we suggest restricting it to public state companies only.

16- We reject the article that allows the governorates to contract with developers, because they will witness secondary speculation on the one hand.

Women MPs from different blocs boycotting the session to vote on the general budget

Al-Halbousi leaves the hearing room because the quorum is not complete   l

Parliament Speaker Mohamed Al-Halbousi left the chamber due to incomplete quorum for the vote on the budget bill, a parliamentary source said on Wednesday.

The source told Shafq News, that the quorum for today's session is not yet complete as the number of deputies present in the chamber does not exceed 150 deputies, which prompted Speaker Mohamed Al-Halbousi to leave the hall, without explaining whether the departure of Halbousi in protest against the incomplete quorum or to invite deputies to enter the hall or for some other reason.

Earlier in the day, a parliamentary source revealed to Twilight News that the draft budget bill for 2021 was distributed to the deputies, and the presidency of parliament re-read the names of the deputies to register attendance and absence and confirm the existence of a quorum to start the session and vote on the budget and the decision to dissolve parliament.

"There are still differences over some paragraphs," he said, adding that there are blocs and deputies who intend to boycott the session, including the State of Law Coalition, the National Approach Bloc and deputies from different political blocs.

On Tuesday, the Presidency of the House of Representatives announced the date of the vote on the 2021 budget bill, and the dissolution of the House of Representatives, at 1 p.m. on Wednesday.

Our military intel contact is confirming Mr. Fleming's sources and Iraqi news sources saying that today Wed 31 March, Iraq did publicly pass the budget, which means the Dinar RV rate was passed within the budget, and our guy said that just before 2 pm EDT today Wed 31 March, DoD and UST gave the green light to move the release process forward.

He said that many banks and bankers are expecting the T4B notifications and secure links for 800#s to come out in the next 24 hours, according to the Wed 24 March World Court ruling.

But he said that they may start T4B as early as tomorrow Thu 1 April—however he said that the military govt have been negotiating with the World Court behind the scenes regarding T4B START AND LIQUIDITY START TIMING, GIVEN THE DEEP STATE WAR STILL BEING WAGED (SEE #3 BELOW):(edited)

Because of this he said that they may release our T4B notifications as early as tomorrow Thu 1 April, but for various reasons, they may also release the shotgun start along with our T4B notifications by next Tue 6 April—some of these reasons may be the following:

(1) Isaac in Zurich was told that liquidity to T3-4A bond sellers would not be released this week but only the week of Mon 5 April forward;

Last Saturday at 8 am they were restarted – if you will -  the work on those are being reprocessed – my understanding is the IRS and the treasury  are printing the physical  checks that will be going out in some in theory went out Sunday night – in Atlanta – they went into the mail system Sunday night –

Now I don’t know if any new payouts have gone out you know - through Chicago or not – but I know they should happen this week – we should get the remaining checks and deposits made this week – and I know – what surprised me was – it’s not set up evidently for an adult only say – husband and wife -  to get $1400 each but if they have children – the children – even young kids -  1-2-3 yrs old  are getting a check as well for $1400  each -  so a family of 5 got $7000 a family of 4 got $5600 - it’s really interesting – because I would not have thought that would have been the plan -  so I don’t know what that says – whether that is something related to NESARA or not – or just happens to e the stimulus amounts

The General Secretariat of the Council of Ministers confirmed, on Wednesday, that there is a great desire among the governments of Iraq, Jordan and Egypt to activate joint agreements between the three countries

The spokesman for the General Secretariat of the Council of Ministers, Haider Majeed, said in an interview with Al-Sabah newspaper, which was seen by Al-Iqtisad News, that “after the tripartite summit held in Jordan last year, and based on this summit and its outputs, Iraq established the Iraqi-Jordanian-Egyptian Coordinating Council. There were several meetings between delegations and mutual visits, either in attendance or via closed-circuit television, and a number of joint memoranda of understanding were signed, in several fields, including energy, industry, trade, agriculture and health. He pointed out that "an Iraqi delegation visited Cairo last December, while another delegation visited Amman last week
 
Majeed explained, "Preparations are continuing to activate these agreements on the ground, and there is a common desire among the three governments to activate these agreements and accelerate them, especially in the housing sector in which the activation of the construction of residential complexes was discussed, especially the stalled ones, whose completion rates vary between 70 To 80 percent and above

The foreign ministers of Iraq, Jordan and Egypt, after their meeting in Baghdad yesterday, confirmed their aspiration to hold the tripartite summit in Baghdad as soon as possible. He added, "At the present time, there is an agreement with the Egyptian Ministry of Reconstruction, specifically with the Egyptian government companies, to implement housing complexes, infrastructure, roads and bridges projects in Baghdad and the governorates and to complete work on them," noting that "these projects will provide job opportunities, especially since we have many competencies." And the workforce will be present at work, and this is the nature of agreements and memoranda of understanding in force in all countries of the world in bringing in investment companies, especially since there are many projects that are stalled and lagging for financial reasons, in addition to the fact that last year’s budget was not approved, and now we need to turn the wheel of reconstruction and development
 
A spokesman for the General Secretariat revealed, "There are agreements in the field of health with Jordan related to the exchange of expertise, pharmaceutical industries, and academic fellowships, and the recruitment of doctors to perform surgical operations, as well as the establishment of a joint industrial city," noting that "many sectors were included in the agreements between the three countries

Regarding the reconstruction file, Majeed also confirmed, "The government and the Supreme Committee for Services and Construction have followed up on many projects during the past few years, and many of these projects, which have been stalled since 2008, have been moved, especially in Dhi Qar Governorate, as three projects have been launched:" Rehabilitation Al-Nasr Bridge, the rehabilitation and cladding of the Al-Badir Al-Fajr road called (Death Road), in addition to the reform water project, which has reached nearly 98 percent completion and will be opened soon, in addition to the near opening of a vital concrete bridge and the Turkish hospital, which has been suspended for many years LINK

Samson:  Iraq and Saudi Arabia sign 5 agreements

Iraq and Saudi Arabia signed 5 agreements in the presence of Prime Minister Mustafa Al-Kazemi and Saudi Crown Prince Mohammed bin Salman.

Bin Salman had received Al-Kazemi today, Wednesday, upon his arrival in Riyadh on an official visit to Riyadh, where they held a session of talks focused on increasing cooperation between the two countries in addition to the latest developments in the region.

Meetings were held at the coordination council level between the two countries, where 5 agreements were signed, in financial, commercial, economic, cultural and media fields. The Iraqi delegation also included governors of border provinces with Saudi Arabia to discuss increasing border crossings between the two countries.

The Saudi ambassador to Iraq, Abdulaziz Al-Shammari, said earlier that Al-Kazemi's visit to the Kingdom today "is important and comes at an important time. A number of political, security and economic issues will be discussed, and a number of agreements will be signed in several areas."   LINK

MZ: A quorum was met about an hour and a half ago….they do expect to vote today on the budget. It does appear that it will pass….so all eyes are on Iraq…

MZ: If we hear good news I will come back or I will tweet. I have heard rumors they may try to do a “blackout” if the vote went well. And then try to release it over the Easter weekend. Similar to what they did in Kuwait.

MZ: When Kuwait passed it- they blacked it out for 10 days…of course that was before the widespread proliferation of internet, cell phones ect…..I don’t think they will be able to keep this under wraps as long as they did in Kuwait. But I am told they are going to try . We don’t know exactly how it is going to work….all we can do is watch. I hope we know at least that they have crossed the finish line…..would bring peace of mind.

MZ: Feels like we have been here before but I don’t think we have ever been this close.

MZ: Paymasters all continue to stay in place in preparation for the event. .

RV Excerpts from the Restored Republic via a GCR: Update as of Wed. 31 March 2021

Judy Note: The RV process has begun and could no longer be stopped. Major security issues had been resolved, while Paymasters remained at their Redemption Center desks ready to roll.

Zim would not be redeemable unless it was done by appointments using the toll free number. They hoped to have all Zim redeemed by Sat. 10 April.

On Sat. 27 March Iraq RV’d it’s Dinar and by 6am EDT the Upper Bonds were being paid out.

On Sun. evening 28 March the official global redemption process began.

On Mon. 29 March some problems came up, some arrests were made and then the process continued.

On Tues. morning 30 March the RV team gave a green light to keep things moving.

The World Court ordered Tier 4B Notification no later than Wed. 31 March.

The World Court ordered Tier 4B start of exchanges no later than Thurs.1 April, which was the beginning of the new global fiscal year.

According to schedules given to Redemption Center Staff:

On Wed. 31 March, Thurs 1 April, Fri 2 April, Sat. 3 April they would work 9 am to 8 pm.

There would be an Easter break and then they would work Tues-Sat 6 April to 10 April 8 am to 8 pm – which should complete the Zim redemption.

Thurs. 1 April to Tues. 6 April was also the beginning of NESARA/ GESARA Debt Jubilee debt forgiveness.

NESARA Restored Republic public debt relief kick-off would be on Easter Sunday 4 April.

Tier 5 the General Public may start on Mon. 12 April and go for up to six months

The agenda of the parliament session today

The Al-Furat News Agency will publish the schedule, etc., of the parliament session on Wednesday.

 According to a document issued by the Presidency of the Council of Representatives obtained by {Al Furat News}, the actions are as follows:
First: To vote on the draft federal budget bill for the fiscal year 2021. (Financial Committee). (58 items).

Second: To vote on the application submitted by (172) representatives to dissolve the Council of Representatives.

On Wednesday, a number of members of the House of Representatives began arriving at the Parliament building to attend the voting session on the 2021 budget.  

   The "People" correspondent (March 31, 2021) stated that a number of members of the House of Representatives began arriving at the Parliament building in order to attend the voting session on the 2021 Budget Law.  

  And the Parliamentary Finance Committee revealed, on Wednesday, the possibility of approving a budget for a period of three years, while expressing its support for that.  

A member of the Parliamentary Finance Committee, Magda Al-Tamimi, told the official agency, and his follower, People (March 31, 2021), that “the government, according to the Financial Management Law, has the right to present a short-term budget for a period of three years, and the House of Representatives votes on it compulsory for the first year, and the Council of Ministers is also entitled To amend it at the request of the Ministries of Planning and Finance, as it is amended for the second and third years and submitted to the House of Representatives for approval and voting.    

Al-Tamimi added that "the Finance Committee supports the presentation of a budget for three years, as the delay that occurs in voting takes three or four months, which affects the overall economic activities and the lives of citizens," noting that "presenting the budget for three years reduces political disputes."    

  On Wednesday, the Parliamentary State of Law bloc set the conditions for attending the voting session on the 2021 General Budget Law, while noting that the final version of the budget has not yet been distributed.  

The representative of the bloc, Kata Al-Rikabi, told the official agency, and "people" followed him (March 31, 2021), that "the state of law depends on its attendance to the voting session on the budget law by changing the exchange rate of the dollar and deleting the materials that have nothing to do with the budget, but were presented for the first time," referring to The influence of the poor and middle classes by changing the exchange rate and the impact it had on the rise in prices in the market with the approaching month of Ramadan.      

He added that "the final version of the budget law has not yet been distributed to members of the House of Representatives and has not seen the articles of the law and what paragraphs have been deleted and others have been added," stressing that "not to see the agreement of Article 11 of the Kurdistan region in addition to the need to include the entitlement of the lecturers with the lifting of the articles that have them." Tishwash:  "Finance" reveals a proposal to change the price of a barrel of oil from the dollar to the dinar

The parliamentary finance committee on Wednesday unveiled a proposal to change the price of a barrel of oil from the dollar to the Iraqi dinar in the 2021 federal budget law.

"There is a proposal to change the price of a barrel of oil in the budget law and it is calculated in Iraqi dinars instead of dollars, as in previous budgets," committee member Mohammed al-Resin told Shafq News.

"Changing the price of a barrel of oil does not hinder operational and investment expenditures by budgeting law, and that changes the price of a barrel of oil from 45 dollars to 65,000 Iraqi dinars," he said.

"This proposal is the best in accordance with the constitution to preserve the Iraqi currency," he said, adding that "the Ministry of Finance has confirmed that there is no technical impediment to changing the price of a barrel of oil from the dollar to the Iraqi dinar."

The House of Representatives failed to vote on the 2021 federal budget bill in a session sunday that lasted late at night.

The budget allocation is estimated at 130 trillion Iraqi dinars (about 89.6 billion dollars).

Iraq relies on oil sales revenues to finance about 95 percent of the state's expenditures, and is suffering from a severe financial crisis, as crude prices fall under pressure from the Corona pandemic.

Iraq is under great pressure under the worst economic crisis since 2003 and so far, with low oil prices and the outbreak of the Coronavirus.   link

Tishwash:  Oil prices rise on expectations that OPEC+ will maintain supplies

Oil prices rose on Wednesday to shrink their evening losses a day before opec and its allies met, as investors bet that producers would largely agree to extend supply restrictions until May.

Brent crude futures rose 24 cents, or 0.37 percent, to $64.41 a barrel at 0525 GMT after falling 1.3 percent on Tuesday.

West Texas Intermediate futures jumped 29 cents, or 0.48 percent, to $60.84 a barrel after falling 1.6 percent in the previous session.

The Organization of Petroleum Exporting Countries (OPEC) and its allies, called OPEC+, are scheduled to meet on Thursday, after a month in which oil prices have fallen due to concerns about prolonged epidemic closures in Europe, slowing vaccine deployments and rising cases of MERS-CoV infections in India and Brazil, against growing optimism about growth in the United States.

OPEC+ surprised the market last month by agreeing to extend supply restrictions, with small exceptions to Russia and Kazakhstan, at a time when fuel demand seemed to be recovering.

Under current restrictions, OPEC and non-OPEC producers led by Russia have reduced just over seven million barrels per day, while Saudi Arabia has made an additional voluntary cut of 1 million barrels per day.

Investors are betting that producers will largely agree to extend supply restrictions until May, including voluntary price cuts. link

Living below your means is often defined as paying for all of your bills in full each month. Simply put, you spend less than you earn and never purchase more than you can afford. You can use credit cards to pay for your expenses, but you never need to carry a balance on them.

If you’ve never saved money before, living below your means will point you in the right financial direction. It can help you stop living paycheck-to-paycheck and help you focus on long-term goals.

Living Below Your Means Won’t Generate Significant Wealth.

In theory, this may sound like the ticket to wealth, but unfortunately, it doesn’t always work. If you make a lot of money, living below your means is an easy way to build assets. If you don’t, it could be downright impossible.

When we focus on living below our means, we typically think about decreasing expenses and cutting costs. The trouble is you can only trim so much. If you don’t earn a decent wage, you can’t save a significant portion of it.
