After I filed my claim and it was processed, my auto insurer deemed my car a total loss. But before I had time to mourn the fact that I was carless—again—the silver lining emerged: I was refunded part of my auto insurance premium for the month, and I was cut a check for $11,000, which was what my auto insurance company concluded my 2014 Chevy Cruze was worth. While the settlement wasn’t a Powerball, “quit my job” amount, it did give me pause, because I had to decide what to do with it.

Back to Basics

I knew I didn’t want to run out and lock myself into an auto loan for another car. With prices for new and used vehicles still crazy high, adding a car payment didn’t sit well with me—especially since my old car was paid off. Plus, the Washington, D.C. metro area has a public transit system that I had used consistently before I had a car. So I did what I’ve been meaning to do for a while: I added money to my emergency fund.

You generally want to have at least three to six months’ worth of expenses stashed in a dedicated savings account in case of a job loss, medical emergency or costly car-repair bill. (Here's more on where to find emergency cash.) However, with inflation running at about 9%, you should stash more in the account.

Bulking up your savings by about 10% or more will give you more protection in the event of an emergency, says Samantha Gorelick, a certified financial planner with Brunch & Budget, a financial planning firm. You need to be prepared to cover your expenses at elevated prices if inflation continues, she says.

If you don’t have an emergency fund, an unexpected windfall is a good way to start one. Put your money to work by parking it an interest-bearing savings account. Another personal finance basic to consider: Pay down any credit card debt you have. For those carrying a balance, using even a modest windfall to pay it down could put you on a better financial footing and potentially increase your credit score.

The Economic Adviser to the Council of Ministers, Haitham al-Jubouri, said, “The budget delay prevents spending from the surplus oil prices, which can only be controlled through the budget law or another law similar to emergency support for food security and development.”

Al-Jubouri added, “The issue of salaries and the fulfillment of the financial obligations contained in the operational aspect, has nothing to do with the budget law.”

He pointed out that "Article 13 of the amended Financial Management Law No. 6 of 2019 stipulates the continuation of spending on a monthly basis at a rate of 1/12 of the last approved budget until the new budget law is approved."

And al-Jubouri, that "the investment budget for the governorates and ministries is financed by the same mechanism, depending on the achievement achieved."

The government advisor pointed out that "salaries are not affected by the presence of the budget or not, and it is clearly stipulated in the Federal Financial Management Law."

And he believed, "This does not mean that the budget is not important, because we are facing an increase in spending with the increase in the number of employees and the population, and there are new aspects of spending that will appear to the state. On investment projects, even if there is a surplus that has been achieved as a result of high oil prices.”

He stressed, "The existence of the budget is not only related to salaries, or it is limited to the operational aspect of maintenance and the provision of commodity and service requirements, but it is related to continuing to deal with population growth and high inflation rates and other aspects."

He noted, "The government is not technically unable to prepare the budget bill, but the Federal Supreme Court's decision prevented it from sending the bill to the House of Representatives for the purpose of approval."

Al-Jubouri added, "The possible solutions are either for the government to obtain a mandate from Parliament that allows it to send the two bills, or to wait for the new government."

Al-Jubouri went on to say, “The situation remains as it is, which will prompt the government to demand the House of Representatives a law that allows it to spend, as happened with the Emergency Food Security Support Law, which authorizes it to dispose of some surplus funds.”

Professors specialized in financial and constitutional law denied the possibility of the state stopping paying salaries at the end of the current year, stressing that the legislation in force obliges the state to continue spending on all its facilities even in the absence of a budget for more than a year. A professor of financial legislation at the University of Mosul, Qabas Al-Badrany, said, "The Financial Management Law No. (6) of 2019 (amended) regulated the budget preparation process, what it includes, and the cases that may occur there."

Al-Badrany added, “The third chapter of this law consists of several articles, including Article 13, which stipulates two cases. The first is the delay in approving the budget beyond the date set before December 31.”

She indicated, "The solution is through the Minister of Finance to issue a circular according to which he will spend monthly on the basis of the budget for the previous year."

Al-Badrany reported, "The law allows spending according to this mechanism until the approval of the federal budget, and this means that there is a legal extension even if the approval of the budget continues to be disrupted."

Al-Badrany stated, "The second case, referred to by the law, is the failure to approve the budget for a full fiscal year, and in this case, the final financial statements for the previous year are the same for the year that did not witness the approval of the budget."

She stressed, "The last budget approved in Iraq is for the year 2021, and therefore its data is approved on the basis of exchange, and the Minister of Finance in this case does not need approval, but merely issues a circular, and these data are submitted to the House of Representatives for the purpose of approval."

Al-Badrany went on to say, “No country in the world can dare to stop public spending, especially current expenditures such as salaries, maintenance, and daily and monthly exchange, and therefore the law in force allowed for monthly spending to be repeated on the basis of the 2021 budget in 2023.”

For his part, Professor of Constitutional Law at Al-Mustansiriya University, Wael Munther, stated that “the claim that Article 13 of the Financial Management Law cannot be applied to the next year is incorrect.”

Munther continued, "Those who support this trend have interpreted the article literally, which is incorrect, and said that the exchange on a monthly basis according to the previous budget is for one year only." He pointed out, "Adherence to this literal interpretation contradicts the principle of the permanence and continuity of the state, especially when we are under a caretaker government with daily tasks."

Munther believes, “The interpretation closest to the legal reality is to rely on the monthly percentages of the nearest approved budget if the fiscal year in which we are not witnessing the adoption of a budget.”

He stressed, "It is incorrect to say that salaries will stop at the end of the current year, because the budget has not been approved for two consecutive years."

Munther concluded, “The government should be committed to paying salaries and spending from the operating budget, because we are facing a basic principle on which the state is based, which is the principle of permanence and continuity of the public utility represented by the state.”   LINK

I have had that happen to me too….He and I are of the mindset this is 3 letter agencies doing some serious trolling of everybody…so be careful what you see on the boards in the coming days.

MZ: “Iran closes the border with Iraq, flights paused from Gulf carriers on fears of a new Civil War” 

MZ: And then later in the same day we see “ Calm returns to Baghdad as supporters of Iraqi cleric heed call to stand down” In other words people packed up and went home…..no civil war here.

MZ: What I am hearing from my contacts on the ground is that they think they are in a “good spot” With calm returning the Supreme Court is going to strike down the emerging government and allow the caretaker government to take back control so they can move forward with their “white paper” reforms and rates ….then they can move on to have open and fair elections.

MZ: I am hearing things are quickly turning positive in Iraq. They think the caretaker government will be back in a place over the next day or two with the reforms. .

Member: Mark-Iraq reinstates now and then revalue’s when ready?

Member: So, does that mean we have to wait until they elect a new government?

MZ: No, The CBI has told us over and over again that they are in control of it. The government isn’t , BUT they would like to see stability before they pull the trigger.

Member: Mark, didn’t you tell us Iraq has set the rate and the white papers were finished about a week ago?  

MZ: I was told that yes, they know their rate and they know their timing. The question is “Has this political flare up change this in any way?? But they say they have a specific plan at this point.

MZ: It’s been quiet in the redemption areas of Zurich, Reno, Miami and Hong Kong. Folks have been very quiet there.

MZ: I am still of the mindset we could be “any moment” . A lot of folks are looking toward end of Sept/Oct….but I think its going to be sooner.

For the first time since the first Breton Woods Treaty established the Dollar as the World’s reserve currency, the USD share of global foreign exchange (FX) reserves has dropped to 59% amongst the baskets of other nation’s central bank holdings. That’s significant. 

So when Chief Banksters begin publicizing this fact, there’s no looking back, only forward to what’s next. 

What’s next is the endgame battle between Our GCR and the Central Planner’s Great Reset (via Central Bank Digital Currencies). The former is Freedom. The latter is totalitarian control. The battleground will be the USA and Europe vs. the rest of the world (led by BRICS nations and their allied states). 

As the USD begins a precipitous weakening and further decline in global FX holdings, the FED’s/ECB’s CBDCs will be held up as the solution. The rest of the world will formally solidify their asset-backed currency baskets already in progress. Real money vs. digital fiat currency. 

What brings confidence that Our GCR will win is the fact that the USA and Europe are completely dependent on imports from the rest of the world (everything at Amazon, Walmart, Target, etc. and also most industrial raw materials).

When no exporting nation will accept CBDCs as trade payment, the USA will be forced to consider asset-backing the Dollar (the Euro will be abandoned in favor of a return to her previous sovereign currencies such as the Deutschmark, Franc, and Lira). 

This is the trigger for the General Redemptions release of gold collateral to back new USTN and other Western currencies. And prior to this, all historical bonds and artificially depressed currencies will RV/Exchange/Redeem via the GCR Platforms (already in place). Oh happy day.

The currency may look strong but its weaknesses are mounting...

This month, as the dollar surged to levels last seen nearly 20 years ago, analysts invoked the old Tina (there is no alternative) argument to predict more gains ahead for the mighty greenback.

What happened two decades ago suggests the dollar is closer to peaking than rallying further. Even as US stocks fell in the dotcom bust, the dollar continued rising, before entering a decline that started in 2002 and lasted six years. A similar turning point may be near. And this time, the US currency’s decline could last even longer.

Adjusted for inflation or not, the value of the dollar against other major currencies is now 20 per cent above its long-term trend, and above the peak reached in 2001. Since the 1970s, the typical upswing in a dollar cycle has lasted about seven years; the current upswing is in its 11th year. Moreover, fundamental imbalances bode ill for the dollar.

When a current account deficit runs persistently above 5 per cent of gross domestic product, it is a reliable signal of financial trouble to come. That is most true in developed countries, where these episodes are rare, and concentrated in crisis-prone nations such as Spain, Portugal and Ireland. The US current account deficit is now close to that 5 per cent threshold, which it has broken only once since 1960. That was during the dollar’s downswing after 2001.

Nations see their currencies weaken when the rest of the world no longer trusts that they can pay their bills. The US currently owes the world a net $18tn, or 73 per cent of US GDP, far beyond the 50 per cent threshold that has often foretold past currency crises.

Finally, investors tend to move away from the dollar when the US economy is slowing relative to the rest of the world. In recent years, the US has been growing significantly faster than the median rate for other developed economies, but it is poised to grow slower than its peers in coming years.

If the dollar is close to entering a downswing, the question is whether that period lasts long enough, and goes deep enough, to threaten its status as the world’s most trusted currency.

Since the 15th century, the last five global empires have issued the world’s reserve currency — the one most often used by other countries — for 94 years on average. The dollar has held reserve status for more than 100 years, so its reign is already older than most.

“Closing To Travelers Only” .. Continuing Commercial Traffic Between Iraq And Iran

Shafaq News/ Officials confirmed today, Tuesday, the continuation of commercial traffic between Iraq and Iran, noting that the closure is for travelers only.

A senior Iraqi security official in Diyala told Shafaq News Agency, that the Iranian authorities, in agreement with the Iraqi side, issued orders to stop the influx and entry of Iranian visitors heading to the holy shrines for security reasons against the background of violent events in the Green Zone and several provinces, indicating that the decision is temporary until the security situation is established. The reopening of roads and the lifting of the curfew.

The security official explained that stopping entry of Iranian visitors came as a precautionary security precaution to protect visitors from any security risk, stressing at the same time that the Al-Mandhiriya port is carrying out its commercial activity normally and has not been affected by the violence.

The Dollar And Gold Exchange Stopped Trading In Baghdad

The Dollar Is At Its Highest Level In 20 Years

Arabic and international  Economy News – Baghdad The US dollar soared to its highest level in 20 years against other major currencies on Monday after Federal Reserve Chairman Jerome Powell indicated that interest rates will remain high for a longer period in order to rein in spiraling inflation.

London markets were closed for a public holiday.

The leader of the Sadrist movement , Muqtada al-Sadr, gained support from Iraqis after his close associate, Saleh Muhammad al-Iraqi, announced a new initiative that would exclude political parties and the establishment of the current political system from participating in the upcoming elections.

Many popular circles welcomed the initiative that might rid them of the ruling class since 2003. Considering that this is the only solution to end the crisis that the political process is going through and establish a new system that will gain popular and international support.

Citizen Muayyad Abed says that Sadr's new initiative has gained acceptable support from popular circles, because the corrupt political class that came after 2003 bears the country's decline in many sectors and services provided to the people.

Civil disobedience

The independent politician Laith Shubra expected the leader of the Sadrist movement to declare civil disobedience and disrupt the executive institution, indicating that this step would paralyze the entire state.

Shubr said in a televised statement, "The leader of the Sadrist movement plans to withdraw all workers in the executive government sector from his followers in preparation for an escalatory step."

He added, "Continued failure and Sadrist escalation will paralyze all institutions in Iraq after completely disrupting legislative work, and then judicial , and currently the goal is executive."

He continued, "Withdrawing al-Sadr's supporters from the government will have a pretext for declaring civil disobedience throughout the country and ending the presence of the authorities to bring about change."

People's fight against corruption

On the other hand, the leader of the Sadrist movement, Sabah Al-Saadi, said that what is currently taking place is "a battle of reform and there is no retreat in it." Al-Saadi confirmed in a statement that "Al-Sadr's positions are not vacillating or vacillating, but are required by the issues that are raised," noting that "the battle now is the people's battle against corruption and failure, and that the reference confirmed in more than one sermon that the battle for reform has been long overdue."

He added that "the political forces of a Shiite sectarian nature do not represent Shiism ideologically, but rather represent their political vision, ideas and electoral programs without any relation to the ideological and social future of Shiites."

Inflation has approached double-digit territory in many of the world's largest economies, a level not seen in nearly half a century, which could prompt central banks in the United States and Europe to resort to sharper increases in interest rates. However, political violence on Monday night in Iraq, the second largest producer in the Organization of the Petroleum Exporting Countries (OPEC), supported prices.
